The Fidelis Partnership launches Mezura Capital; names Shireen Gammoh CEO

The Fidelis Partnership has launched Mezura Capital, a new capital solutions business within its Pine Walk MGA platform, and appointed Shireen Gammoh (pictured) as chief executive officer to lead the venture.

Based in Bermuda, Mezura Capital will provide capital solutions and partnerships for insurers and reinsurers, including whole account solutions, structured casualty and specialty arrangements, and retrospective covers.

Gammoh brings nearly two decades of experience across Bermuda, London and the US, with expertise in retrospective, structured reinsurance, and capital solutions, as well as alternative/ILS capital market solutions.

Prior to Howden Re, Gammoh was global head of capital advisory at Gallagher Re, and she has also held senior capital management positions at Flood Re and Canopius.

With the launch of Mezura Capital, Pine Walk has now established 17 businesses on its market-leading platform. In 2025, Pine Walk grew its gross written premium to $1 billion.

Michael Davern, UK CUO & group head of D&F property and energy at The Fidelis Partnership, said: “Pine Walk is a key pillar of TFP’s differentiated distribution footprint and we’re delighted to launch Mezura Capital as Pine Walk’s 17th business unit. In a global risk environment evolving at pace, there is increasing demand for flexible, innovative and tailored capital solutions.”

Shireen Gammoh, CEO of Mezura Capital, added: “Large specialty insurers and reinsurers are increasingly seeking both nimble, bespoke capital management solutions and long-term strategic partnership.”
