BMA names Mesheiah Keane COO and Graham Collier as CTO to deliver the next chapter of transformation

The Bermuda Monetary Authority (BMA) has named two senior executives, Mesheiah Keane as COO and Graham Collier as CTO, to spearheading new innovation efforts and propelling digital evolution.

Mesheiah Keane (pictured left) steps up as chief operating officer, bringing more than 25 years of experience across financial regulation, reinsurance, operations and human capital management. Keane will oversee finance and currency operations, human resources, corporate affairs and business and operations support.

Prior to this appointment, Keane served as the chief human resources officer and director of human resources at the BMA, where she led transformative initiatives in workforce planning, diversity, equity and inclusion (DEI) and organisational culture.

Graham Collier (pictured right) has been appointed chief technology officer, adding over 17 years of experience across fintech, technology operations, engineering, cybersecurity, cloud platforms and service management to the bench.

Collier will enhance the BMA’s technology capabilities, including AI tools, and lead the next phase of the digital transformation strategy.

Prior to joining the BMA, he served as the global head of SaaS operations at FlexTrade in London, UK, where he managed large-scale technical operations and technology infrastructure. Collier is a Certified Information Security Manager and holds numerous certifications in AI, digital business transformation and security management. 

Keane and Collier will report to deputy chief executive officer, Shanna Lespere. 

Lespere said: “Both Mesheiah and Graham bring strong leadership, technical and strategic capabilities to their new roles. Their unique insights and proven ability to build stakeholder connections and align priorities will be essential as we enhance the BMA’s operating platforms and explore new areas for growth. I am excited about the opportunity to work with Graham and Mesheiah as we continue to improve resilience and further accelerate innovation across our digital platforms and solutions.”
