Randall & Quilter hire NJ regulator to bolster compliance

Bermuda’s Randall & Quilter Investment Holdings has appointed Peter Hartt as US head of compliance and regulatory affairs. He joins the non-life global legacy specialist from the New Jersey State Department of Banking and Insurance, where he was supervisor of investigations.

Responsible for managing R&Q’s regulatory infrastructure, including its interactions with regulators in the US, he will report to group head of governance Angele Galea St John.

“His expertise will further support our regulatory and compliance frameworks as we continue to drive towards our ambitious five-year vision to grow into a more efficient, fee oriented and data-driven company focused on our core strengths of insurance origination, underwriting and claims management,” said William Spiegel, executive chairman of R&Q.

Hartt has worked across the US life, health, property-casualty, and captive insurance markets. Over two decades, he served in various roles with the New Jersey regulator, and his experience includes implementing the first-ever framework by a state for global group-wide supervision and financial examination of international insurance groups.

He’s also been an active member of the National Association of Insurance Commissioners (NAIC) and the International Association of Insurance Supervisors, and an NAIC representative to the federal Financial Stability Oversight Council (FSOC).
