Mosaic builds out global tax liability team with expert hires

Tax specialists Will Gay and Ze’ev Deutsch have joined Mosaic Insurance’s transactional liability team, boosting the global specialty firm’s tax-risk capability.

Based in London, Gay will be head of International Tax, Transactional Liability for Mosaic, leading development of tax insurance underwriting on risks arising outside North America. Deutsch, who joins Mosaic’s New York office as VP, Tax Americas, Transactional Liability, will assess an array of risks for the company’s North American mergers and acquisitions business.

“We’re thrilled to welcome Will and Ze’ev to Mosaic as we grow our transactional team and demonstrate our commitment to solving global tax-risk challenges,” said Jon Hutchens, Mosaic’s global head of Tax, Transactional Liability. “Will brings deep experience as a practitioner, and a sophisticated approach to underwriting that allows us to meet growing demand for this product and capital in critical regions.”

He continued: “Ze’ev’s arrival also comes at a pivotal time for the tax-insurance business. With economic forecasts uncertain, and a renewed emphasis on tax enforcement, clients are increasingly looking to transactional liability insurance to manage tax risk. His expertise on complicated tax issues helps Mosaic offer unmatched service in this space.”

Gay has 18 years of professional experience, focused primarily on cross-border, transactional, and structural tax matters. Until 2020, he held senior advisory roles at several international law firms, advising high-profile corporate, financial services and investment fund clients on a full spectrum of complex tax issues. More recently, he held a leading role on an insurance tax liability team, focussed on European tax and contingent risks.

Deutsch previously spent six years as a tax lawyer at Fried, Frank, Harris, Shriver & Jacobson LLP, where he focused on fund formation, opportunity zones, cross-border inversions, and other complex tax matters.

Transactional liability is among the company’s seven current lines of business; other units include cyber, environmental liability, financial institutions, political risk, political violence, and professional liability.
